Ocean Drive Boardwalk

I don't remember who has jurisdiction over the boardwalk down by ocean drive, but I'm disgusted by the dog owners walking their dogs on the boardwalk and bicyclists riding their bicycles on it. I’ve personally stopped people and showing the sign that included no pets or bicycles, but they ignore me anyway. The police never enforce these regulations. There are a lot of arrogant pencil-necks that just don’t care. If we can’t even stop minor offenses on a boardwalk, how can we stop illegal immigrants from trafficking in our city?
